Flower tea is sometimes called scented tea.  
The base of flower tea can be black, green or whatever. Then ingredients like flower petals might be added. 
Flower tea is popular in northern China.

Mo Li Hua Cha (Jasmine Tea)

It is a famous tea made from Green, Pouchong, or White tea leaves that are scented with jasmine flowers. The flowers are layered over the tea leaves during the scenting process. The quality of Jasmine tea is determined by the quality of the tea used as its base and the effectiveness of the scenting.

Jasmine Dragon Pearls

A favorite since the Song Dynasty, young tealeaf and bud sets are hand-rolled into small pearls and then mixed with fragrant jasmine blossoms according to traditional scenting techniques. This green tea has a delicate, slightly sweet and floral flavor. According to traditional Chinese medicine, jasmine tea is said to reduce nervous tension, break down saturated fat and increase circulation. Great with strong-flavored, spicy foods or after meals as a soothing digestive. Brewing Recommendations: Use 1 teaspoon per 6 oz cup. Heat water until steaming (170 - 180º F). Let steep 2 - 3 minutes. Good for multiple infusions
